The Ballerinas are the left and right side of the brain of Comrade Nechiyev’s (the character you play as) deceased wife. Necheyev’s wife was a ballet expert and spy. She died and Sechinov was only able to bring her right and left brain into the twins known as Left and Right. Hence why they have a ballerina aesthetic.

P3 and his wife were Sechenov's best soldiers, both P3 and his wife got fucked up in a terrorist attack and P3's wife died and they salvaged what they could from the left and right side's of her brain, that's why there are 2 twins because they're each side of her brain. This was explained in the last few missions of the campaign

Both the twins are based on the majors wife, since his wife was a commander like p3. She loved to do ballet as a side hobby, her mother is zina. Since zech couldnt restore her completely into polymer or human, he used data from her database to create the 2 ballarenas based on herself. Her personality isnt added just her skills.
