If I remember well in the orbital model 4s has a lower energy level than 3d: 1s 2s 2p 3s 3p 4s 3d 4p 5s 4d 5p (6s 5d 4f...)

What about 4S inversion Klechkowski & Hund. You should say that this is not so obvious and exceptional case exists
