Nice stuff, Avalonia and FluentAvalonia are really making it easy to get going with this framework. I think continuing this using the fluent library would be very helpful.

what is the best approach (best practice) to implement multi-language UI for the Avalonia app?

I guess we're talking about localizing an Avalonia app right? I haven't digged into the topic yet, but I've found this from the official documentation docs.avaloniaui.net/docs/guides/implementation-guides/localizing. It's not much, but it's a starting point :)
