Muarim is just kinda unfortunate in this series. He is incredibly slow, so much that 95%+ of the units in the series double him easily. Even though he has some pretty solid Res for a Tiger/Lion unit, it doesn't matter at all because of how slow he is and because of the weakness to Fire. He also doesn't have the best HP stat either, which gives some units without Fire access a good chance at dealing with him as well. His Def stat is very low compared to the other Tiger/Lion laguz, so he goes down pretty easily to the laguz weapons, and in some scenarios, the Brave weapons. The thing that he has going for him is that he does have a pretty solid hit rate to work with and his Str is sky high. The latter is important for him because if he does gets a chance to attack, he needs to do the most with it. So, he either needs to one-shot the enemy with his massive Str stat or rely on his mastery proc, which just so happens to proc off of his Str stat. And because he has the good hit rate, he doesn't struggle to hit the above average avoid units. Heck, he even has a 50/50 chance against Lyre of all units. Because of this, even though he only has one chance to attack in most fights, he does have a pretty good chance to end the fight in his favor if the enemy doesn't finish him off on their turn. It's just that big "If" is the problem since it's hard to get there for him consistently.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.
For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
