What kind of soil is best to use when planting in a large pot?

Is it normal for the big thick roots to be mushy ? I got one and it had mold and moisture in the bag . They’re mushy all the way up to the stem . Can I just plant it ? It does the mushiness mean root rot ?

I bought bare root hibiscus and definitely dosent look this big..😭
