I do think it would have been cool if they manned the tanks and used batman's no kill rule to their advantage somehow, but i think it's explained in the game that the reason why they don't man the tanks is because militia guys are not convinced in batman's no kill rule, only one guy later on "risked it" by wearing that suicide vest but no one else dared to do it. Besides, they mention how almost everyone believes that batman has killed the joker at the end of arkham city in the monarch theatre and therefore broke his no kill rule and that it changed him, so i guess it would somewhat make sense that they would be afraid of batman possibly using lethality and destroying tanks regardless if he was pushed to do it. I also watched an arkham iceberg video that talked about unsused suicide cars that was supposed to be implemented in the game but was cut out due to some real life terrorist attack or something, i don't remember the details. I don't know if they would have put people onto those vehicles and use them against batman's no kill rule but it's possible. Great video btw, keep up the series.
