Imagine gliding around in Arkham Knight and then Soldier just elbow drops you from the sky.

The reason Soldier can Rocketjump with minimal harm is the same reason as Demoman, Drunk people get out of life threatening situation more often, and while Soldier is not Drunk at all times like Demo, he does have the same if not lower mental capabilities than an extremely wasted near death man.

The general will find anything useful to take down superman even might have soldier, my use a copy of Captain America shield, or any other weapon that they took from other parallel, heroes and villains. Also, Batman‘s next contingency plan should be about the medic.
