I think of frequency as being synonymous with rate, and amplitude with delta P, however I do understand what you’re driving at if the Hertz (frequency) are fixed. The goal being to increase ventilation.

Frequency - This determines the frequency of the pressure swings and usually varies from 7-15 Hz (1 Hz = 60 cycles/min) in neonatal practice. Ventilation is most efficient if the frequency matches the natural resonant frequency of the diseased lungs.
