Richard Vasquez Of course they can, in fact OpenIV was still up for download after the note came through, albeit with a warning built into the software. It's more symbolic than anything, plus even just shutting it down up top, regardless of what happens low key, it leaves a lot of people thinking there's no longer any way to mod.
