Wow ideal water color and conditions for steelhead fishing! Bead fishing is also a great option when bait is not allowed. I have caught many steelhead this way! 👍

Only Beads! No bait. They use much bigger beads than I do, which is 9-15mm, occasionally 17mm in dirty water. In my experience, the more clear the water, the smaller bead or other presentation. Just my preference.
