+StudyHard! He might have made a video about this and its to do wth the fluid mosaic model and the polarity or the non polarity i should say of lipids and phosphates. This is relevant as lipids are non-polar so the tails usually arrange into a bilayer facing each other because they are non-polar or hydrophobic. The phosphate head however, is polar and hydrophilic (water loving) and will face water (aqueous solution) so the arrangement will be like 0==0 if you can imagine lots of these in an order going down. In cell membranes, however, there are other protein channels etc that allow movement and they are integral or peripheral in or half in some cases in the bilayer. Again this is the fluid mosaic system, look it up.
