Mark, yes we do need to bake the smoke domain after adding the inflow key frames to the proxy cylinder mesh and was discussed in Part 2b and Part 2b revisited tutorials of this series. Hope this helps. Thank you and stay tuned.

Could this be used for making car a car splash in a puddle?

Dynamic paint can be used to create ripples in the water puddle as the car tires interact but for a splash, we might need to use fluid simulation with car tires as the obstacle.

Yes it does. I’ve used similar settings for a drift animation created in Blender 3.3. Also a full tutorial is available - link is in the video description.
