His answers and statements are rehearsed. He skirts around the questions with answers that are vague and made to confuse. He's lying by omission. A tactic used by criminals. I agree with you to an extent. The overwhelming majority of public schools are an absolute disgrace. However, not all private schools are better. There are some really bad private schools out there.
