Oh god. I'm Dutch and nearly died laughing during this. I played this game as a child. You got it for free with peanut butter. It was one of those small gamecube sized discs and it fit right in the lid of the peanut butter jar. It's made by the infamous and now bankrupt Dutch game company "davilex", which is responsible for lots of racing games of the same quality.
As a Dutch person I can fully confirm that we do not have sound in the Netherlands. At all. It's just utter silence. Not even a thunderstorm will disturb you from your slumber because it is the most quiet thunderstorm you will ever hear-- well not hear, see or sleep through, in your life.
This game was on a small GameCube sized disk that you could get for free with a bottle of peanut butter about 10 years ago.(It fit perfectly inside the lid) I remember having quite a bit of fun together with my little brother at the time. (Also, there was sound)

I actually played this game as a kid. It's based on a movie, which was based on a popular children's book series about two kids and their boat. The game was a promotion for Calvé peanut butter, which are the brown pots that give you a speed boost in this game, and for T-mobile obviously. Never thought i'd see a let's play of it, this is hilarious!

That last race was truly an inspirational tale for the ages. The Foppe twins took that second place trophy with the utmost in skill, despite having never finished better than 4th in the entire tournament. And it is all thanks to Cr1tikal and his amazing skills at boat racing.

Here is a trick - When you get to the map where you are able to use explosive milk-cans - do not move, activate 2/3 in the same position, and slowly move on. Once someone hits it, there will be a huge explosion and the victim will fly in the air like a bird.

Well that was some unexpected and obscure game probably nobody has ever heard of. For a boat game that looks similar to Mario Kart it does have its fun moments even though it's very rough in most aspects. Seeing the T-Mobile ads and the fact that this was based on a movie is pretty weird given the less then stellar quality of this game. Great job on finding this game since it is definitely unheard of by many.

I'm Dutch and I played this game. Came free with the peanut butter back in the day. It kinda sucks. The books and movie it's based on also suck. Schippers van de Kameleon means boatmen of the chameleon. Sietse en Hielke is the name of the two guys. They have some phenomenally boring adventures.
