6:35, noticed this is missing the plastic bushing that goes inside that brake lever, which reduces the sideways play when you attach it to the footpeg. The solution to put the washer there is ok but just wanted to point out that the assembly is literally missing a part, that's why it didn't fit well. I know this because I'm currently replacing the brake lever on my bike.
Yes, I'm currently trying to find a way to get it out from my broken brake pedal. The new replacement pedal doesn't have it preinstalled. I think the insert in my pedal is not plastic, not 100% sure. Update: I've cut the broken pedal and managed to take the sleeve out, it's magnetic, so it's not plastic for sure.

Ouch, right, seized bolt is a bad shituation. Sacrificial bolt, yes, watch that power grinding, the heat it generates can soften and distort the cast aluminum, so go slowly or with water running through a garden hose.
