I don't think this is fair. Penelope was his younger sister's Best friend whom the Bridgerton's have treated like a family member. It's realistic that he's not yet viewing her as a woman. He even says this last season when he swears off women. She's "Pen" to him. He cares a lot about her, he sees she is kind & clever. He goes out of his way to protect her.
If the Queen is so bored with this, why doesn't she delegate it to one of her daughters or daughters-in-law or ladies-in-waiting or Lady Danbury? Why waste your life sitting there when you don't have to?
Her mother found a man, negotiated a marriage contract, and had the money to pay a nice dowry. Remember in season 2 she was pushing to have marriage contracts in place before the new Lord Featherington arrived so he would just acquiesce and pay the dowries? Prudence's husband is probably some 2nd or 3rd son of some noble family who has no title. Look how quickly Portia found that old man for Marina. She wasn't just being mean. She knows the men who are vulnerable and on a wife hunt. Cressida is taking longer because she wants a titled husband and because she's a mean b*tch.
