For there to have been a safety, the player receiving the ball would have to catch the kicked ball before it crossed the goal line, then ran the ball into the end zone and had been tackled in the end zone. That’s why few receiving team players will ever get close to a kicked ball that close to the end zone on a punt. On a kickoff, the ball is live and anyone can get possession. On a punt, only the receiving team can advance the ball, the kicking team can down the ball just by touching it.
