The plumber can connect both tanks. The pump from the bore hole will pump to the 4000L and the 2nd pump will pump from the 4000L tank to the 1200L. In that way, both tanks work simultaneously with the help of the automatic pumps.

This is redundant. You should have gotten rid of the small tank up top and replace it with the 4000 Gallon tank. Buying the booster pump was a waste of money. The plumber did not think outside the box.
Her setup is good. 4000L does most of the daily supply jobs while the smaller serves as backup but will work with gravity in power outage situations. Simple.
