Some points have been changed since the video was published. The FMEA implented very strict rules and interest rates are up to at least 4% from 1% last year. Also you don't have the agency any more -> so the prices increased more!
It depends on the state where you gonna buy it. In Vienna, for example, you can buy an apartment without a citizenship and don't even need to live there. However, the banks might not give you a loan as they can't be sure you are a trustable person.
