Railroads use different combinations of lights to display any of a number of aspects, and each aspect has a specific meaning for locomotive engineers. For example, a single green light almost always indicates Clear/Proceed; while a single flashing yellow light indicates Proceed to next signal at medium speed.
Prototype signals differ from scale model signals - they can display any color in any position by rotating different colored lenses in front of the light source. Scale models are almost all limited to displaying a single color - usually red, yellow, or green - in fixed positions on the target. So we often have to work within those limits to model the real-life functionality.

Nice. Have you ever scratch built a railroad signal? Is it even possible?

That's a simple question which requires a complex response - too complex to provide here. Instead, I have posted a short video which - hopefully! - answers your question. You can view it here: ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-FWKAQhuundg.html
