Does the general contractor has to be minimum 5 years of experience?

The state laws make no mention of this requirement. But it would be prudent to hire a contractor who has been in business for at least 5 years.

I do have walkways and balconies. But I also have wood stairs that lead to the 2nd floor. Would the stairs be inspected or just walkways and balconies.

They might not fall under the umbrella of SB326/721 but regardless of the law, if they are damaged you should still get them repaired.
