Fl, amongst other states (a good handful of them) dont care aslong as you have insurance! 1 thing FL doesn't do is give an illegal alien a drivers license unlike some states.. 1 would think they would thus making it easier to track and ID but nope. Also at 1 point in FL time/history counties such broward, duval and some others did "smog" like Commifornia, but it was phased out. Also like other states, if was "homebuilt in your garage" and needed a "VIN" they would assign 1..Many states do it all the time!
The fact that car culture has thrived in California despite the most suffocating laws regulating road cars is a testament to the love of the automobile.
Australia has entered the chat. Where the police sit outside car meets and hand out violation stickers (locally referred to as canaries due to sticker being yellow) like they're candy. What? You don't have any defects? We'll you'll have to prove that with a minimum $150 roadworthy check and $50 more (where I live, might be more or less in other states) as a fee for the state authority to inspect it.
Motor trend did this like 5+ years ago. Now they got a subscription service and are also part of the discovery cable network. They dont need to do this. Hagerty does, because without these videos, they will only be relevant to the baby boomers who grew up on hagerty not the Gen Y - Z who use online forums and RU-vid videos. This is Hagerty's way of staying relevant

@@LEVELMotorsports I have many cars & many guns here in CA, right next to the national forest canyons he’s driving on & have little to realistically complain about, after living in many other states. It is what you make it.
Listening to them being excited about being able to appease the cops pulling you over and having “the right” to question anything about your car is honestly kind of sad to listen to.
It’s so depressing and diminishing. I just got state reffed a few days ago for intake, exhaust, catch can. So stupid. Good thing they didn’t know I have a rear mounted turbo, woulda been impounded lol
@@DennyBalance that's muffed up! Well all power to you brother.. California is changing at a fast rate and apparently it's time for people that don't like it to get on with their lives, including me. Kind of want to move to Puerto Rico.
It's got to be a pretty satisfying feeling when a California cop makes you pop the hood and you see them excited that they actually caught somebody with a modded engine only to watch that excitement turn into a huge letdown when they find out it's a California legal swap
Where I live in riverside county, the cops are literally fiending to catch modded cars. Then they use guerrilla ass tactics in posting on Instagram, the hellcats, gtrs, slammed trucks etc. they catch in hopes of demoralizing the community. Shits pathetic lol
Carb referee told me over the phone that my swap could never pass smog without my engine and transmission having matching serial numbers; it did not matter that it was literally the same exact transmission if they are not numbers matching it will not pass... so any crate engine, you're screwed. The rules they have in place serve the sole purpose of making things more difficult or near impossible for someone to make their car pass. In that sense it has less to do with clean air and more to do with California's insatiable thirst to micro manage its citizens and pick their pockets clean.
California is the land of bureaucratic petty tyrants who got bullied in high school getting their ricks off controlling the lives of others through a maze of an increasingly Byzantine government whose sole purpose is to grow even larger at the expense of the personal freedom of it's citizens. A great state to live in if you are wealthy and can afford it, or a parasite who lives off if the taxes of others. A terrible place to live if you work for a paycheck, you'll never make enough money, the state takes whatever they want from you and there's nothing stopping them from doing so. Welcome to the democrat blueprint of One Party Rule for the nation.
Yup, they just want you to buy new cars. Go figure, in a state where it's some of the most expensive living cost as it is they want you to not be able to drive older cars. They are fascists.
The model of tranny has to be paired with the motor from the factory, at least for newer swaps, but it might be that it could come from a different source. You might check with a different ref. Their opinions on things vary somewhat. Another might feel that the tranny, although needing to originally come with the motor, could come from another source.
@@smokesgtp I doubt its going left, Cuomo is making a lot of independents look more right then more left. NY will probably get another centrist, democrats love running centrists, they don't make money from leftists.
@@BrutalFates true, but many of those people are leaving the state. We are shedding upper middle class population like it's going out of style. @@jeanm1383 agree, have done it too, and was also painless, with a 2005 mustang v6- coyote 5.0 v8 swap. its all pretty straight forward, and used peformance parts and tuned all CARB legal
Matt, CARB swaps can be intimidating. I am in the process of swapping a LS3 into a 96 e36 M3 . The rules are different for 95 Vs 96 . (EROD all the way for 95) The e36 with a V8 is such a great platform and yes it needs to be CARB legal to enjoy it in our state. Lots of homework required to plan , build and pass.
@@abimbolaaku2709 yep Gasoline powered cars model year 1976 and newer need to get smog checks in CA. It would be great if they just exempted cars from smog using the rolling 30 year time span.
Luckily for me My E36 is a 325TDS I bought from Spain while stationed here lol I don't ever need to Smog it >:) I plan on an LS swap when I get back to Cali
For the last 25 years my Fun car's have been V8 Mustangs. a 92 CHP LX, 04 GT and an 06 GT which I still currently have. Earlier this year I was able to buy a 92 Miata that was backed into and the insurance company totaled it out. I have never owned a 4 cyl car before or a convertible either. This little Miata, I just absolutely love this thing. I am loving this top down thing as well, California weather I'm sure helps as well. This thing could use a bit more power but it really is not about the power to still have a bunch of fun in. I am starting to get it a little bit about what the Miata is about. But, I love V8:s, Manual Transmission's and Torque that is a lot further down the curve than 6,000 rpm's! But, WOW, what a Monster it could be! Every time I am under the hood I find myself thinking that you could stuff a V8 under the hood of this thing. Now I know what it looks like. Thank You Matt and now I head to "The Smoking Tire" Live which I see to my right on the screen!
In my crazy engine swap fantasies, I want a 1970 Buick Riviera with a 1200hp 12 valve Cummins. Make it black with all chrome trim given a gunmetal finish, gunmetal finish rims, limo tint, an all black interior, and a stereo that only plays George Thorogood songs.
@@MrGard-ro7fj With nobody else. Except when I hang out with my dear old granddad. One thing I forgot about my fantasy build: there needs to be a case of whiskey in the trunk.
Amazing been STI EJ257 swapped and C.A.R.B certified in my older Impreza gc8, best modification ever!!! Well worth the the trouble especially considering that i went from 137hp FWD to 300 AWD HP!
CARB also enforces all the little rules that they made that have nothing to do with clean air. Your car can have an LS motor that is way cleaner than the engine that came out and still fail because your catalytic converter is too far back from the exhaust port. (as mentioned in the video)
I would never buy a bummer car but I really appreciate the Engineering of these skilled people. I would trust their engineering intellect. Job well done.
Wow ! Excellent video ! I'm sick and tired with channels dropping extreme LS engines in anything with wheels. Without properly re-engineering the chassis, brakes etc. Time bombs. These guys here did not go overboard with crazy power with the Miata. It must be awesometo drive !
I agree. Some of that stuff some people do basically ruin a car. To each their own but it doesn't stop me from disapproving of it and it's not original so it isn't worth to car enthusiasts that are purists and the average car buyer and super excessive mods means even though there is aftermarket support for this stuff your not gonna just pop in to your local Auto zone or Advanced Auto to buy a engine mount that they can't sell as ya have to have a custom mount made for the big engine swap ya just did to your Rx7 as an example. The more extremely modified cars get the more random custom parts the less convenient it is to replace something in a pinch.
One of the reasons I love coming back to Texas from Los Angeles.... Smog here only cares what's coming out of the tailpipe, which IMO is as it should be. Is the car putting out the legal amount of emissions regardless of upgrades? Great!! Go have fun! It seems California just wants more money by forcing manufacturers to have CARB stickers and go through their process, especially since many mods don't affect the emissions output beyond legal standards.
@@zatiticherry3421 guy down the street from me took his brand new Miata to them and had it swapped. It had little green monsters embroidered in the head rest and dual exhaust. I remember years ago at SEMA seeing a bunch of LS swapped Saturn Sky’s and Pontiac Solstice models. Was thinking of building one but living in CA, not sure how difficult a task that would be to accomplish. If I was still in Michigan I wouldn’t worry lol
CARB is classist, turbo 4 bangers on e85 pollute less than stock, but we get hounded for meaningless tubes and hoses. CARB does NOTHING for the environment when it comes to tormenting enthusiasts, I know several people who gave up and just bought new Mustangs and Camaros instead of keeping their harmless 20 year old car on the road
I know a few people who go under the radar with built cars and last year during covid they brought some of the cars to get smog results for fun. Ignoring the visual they were well within spec, it's literally another way for the state of California to control the populous. Hell, even good luck getting a part carb approved if you are a small shop.
@Steven oh yeah it was totally an improvement since those times, but much of that has to do with freight/industry and poorly maintained cars as a whole. Now I can pass a sniffer test with flying colors but still can't "smog" my car because of tubes, stickers, and ECU ROM changes. With the sniffer test I was able to pass smog legitimately making 2.5x factory HP, but now no one wants to touch it since they changed to the meaningless "is it stock?" check
There's no reason that the hobby needs the ability to remove emissions equipment on road cars. It's already illegal people are just doing it anyway. So cracking down on the parts themselves is basically the only way to enforce. If you have a legitimate race car you will definitely still be able to get the parts you need. You're just going to have to do more to prove it and might have to do more fabrication or have more fab work done which shouldn't be a big problem if you're already committing to building a racecar.
Love Flyin Miata! I got their Front and Rear Sway Bay on my 1.8 NA8 Miata handle like a dream! Wheels and tires setup are Lightweight RPF1 with sticky Falken RT615K+
Honestly I like this approach better, cars without cats push out around 50+ times more emissions than cars with cats, and you're still able to make these custom cars, and clean ones at that.
Performance Technic is a great shop with a tremendous reputation for track builds, street builds, and maintenance on any kind of M car. They performed a PPI on an E90 I bought that was located near them (I was out of state) After they gave it a thorough look I completed the deal on the car sight unseen. That was over four years ago.
Unless you are being an idiot on the road, a cop is never going to be checking your stuff. Common for them to pop hoods at illegal street races or something, but that's what you get for being an idiot street racing.
I didn't say they couldn't, just that they won't unless they have good reason. Never had the hood popped on any of my modified vehicles @@halokiller711
There might be some hoops to go through, but at least you can do it legally and nobody can touch you afterwards...there are countries in Europe where you can't make a swap legal even if you'd want to and it's instantly a criminal offence if you get caught.
...Or in several of the states without any sort of smog regulations that still have MUCH cleaner air where you can't get a ticket or your car impounded for throwing an intake or exhaust on your car...
@@LEVELMotorsports you understand that they can get away without smog regulations because the air is cleaner (because fewer people and cars,) not that the air is cleaner because of the lack of regulation, right?
These regulations started because LA had such bad air quality that it was making thousands of people sick and more people developed asthma. It was a health crisis
@@nathanchildress5596 I remember my grandma telling me about the first time she flew into LA back in the late 60s and seeing the massive cloud of smog over the city. She and my aunt had never seen it and actually thought it was inclimate weather because of how bad it was.

My cars are registered in a rural county of California where there are no SMOG/CARB requirements. I have straight pipes on my truck with a 383 stroker.
I know in the evo community, they cracked down on some goof balls doing this. Would change registration address to one of those counties, somebody said he registered like 50 cars. State finally caught up and reffed all cars, and the guy had cops after him
Still not legal, you just aren't dealing with enforcement. Like running a stop sign when nobody is around; not legal just because no one is around to enforce it.
@@JoshuaTootell I'm not worried whether it's legal, I just don't want to deal with the shitty state government. Lack of enforcement is good enough. I still have to pay my annual extorsion fee, just don't have to visit a SMOG place every other year. @I T I know the person who lives at the address I use, and I only have my personal cars registered there (not 50 of them).
