If it is soft, it means that there is some air inside, but that does not mean that the hydraulic lifter is in bad condition, but rather that some oil has escaped from the inner chamber. This air will be exchanged with oil during work on the engine. When the hydraulic lifters are in poor condition (worn) the oil easily escapes from the hydraulic chamber when the valve lifter is compressed in an easy way.
