Most programs are going to discourage you from working full-time during your PhD in any discipline in the social sciences. Some programs, like an executive doctorate or a doctorate in business, are going to be specifically designed for the working executive / manager.
However, most programs are going to suggest that you work full-time at the PhD. There is good reason to spend most of your time at the PhD. It is really hard to publish good work, and you will be expected to contribute a lot of time at writing. You will be surprised at the amount of writing and research that has to be done just to get a sufficient level of work done.
The second factor is that you will be competing in the job market against those people that have focused solely on doing research, and they will also have been given considerable resources to do so. You will not look all that strong in the academic job market if you spend time working at a full-time job.
Last, a PhD is your time to dedicate towards studying whatever you want to study. You should spend this time doing the thing that you absolutely love, and if that means that the full-time job is more rewarding than the PhD, then you should spend your time at the full-time job.
