My junior high school had two peacocks (not sure how they got them, but they had them along with dozen white doves) in pretty large cage. and they spread their tails probably three, four times daily for no good reason. when they spread their tails, they shake their tails (more of vibration) for couple of seconds, for some odd reason.

Automaton were big thing among the nobility back then, and most are made by French and British, not Russians.

You say it was made by an English craftsman, considering the similarities of design and concept, has it been confirmed it was the work of the same craftsman who built the mechanical silver swan in the Bowes Museum in County Durham, North East England?

Not exactly confirmed, but as the mechanics are similar it can be assumed that both Peacock and Swan were built for James Cox by the Flemish mechanician J.J. Merlin. The Swan was originally housed in the same kind of magnificent glazed structure as the Peacock (and with mirrors), but was 'reduced' somewhat in the 19th century in order to make it easier to move around on exhibition. So what remains is only part of the original ensemble.
