Thank you for your question. Not all individuals have an equal increase in ventilation due to a rise in carbon dioxide. This is one of the reasons why gas density (which is a function of composition and depth) is now considered a more reliable determinant of the depth of a dive and the ability to exercise than relying on sensitivity to carbon dioxide for an increase in breathing.
