Its CeraKote, a ceramic spray-on coating that goes on super thing (typically 1-2 microns), so as not to appreciably change tolerances. Although it IS used extensive on firearms, it is also used on a wide variety of other items, from valve covers and headers on a car, to fishing reels, to stainless steel tumbler cups. It is not a chemical process like bluing. There are several flavors of Cerakote, some are air cure, and the more durable/popular ones are air cure. The standard is the H series, which IIRC is good up to like 800 degrees. If you need high heat, such as on headers or a gas system of a rifle, the V series is what you are after. What he is showcasing here is the Cerakote FX line, which is mixed with a clear coat, then sprayed over a base coat (much like a car would be) to give a pearlescent type effect.
