Chả Cá (Vietnamese Fish Cakes)

500 Grms Fish Fillet
1-1/4 Tbsp Fish Sauce
1/2 tsp Ground Black/white Pepper
1/2 tsp Salt
1/2 Tbsp White Sugar
5 Grms Chopped Spring Onion
5 Grms Chopped Cilantro
1 Egg White
25 Grms Potato Starch
Oil for Deep Fry
FOR DIPPING SAUCE:
2 Grms Minced Garlic
3 Grms Minced Shallots
1 tsp Vietnamese Chili Sauce
25 Grms Sugar
25 ml Lime Juice
5 ml Vinegar
15 ml Fish Sauce
50 ml Water
2 Grms Chopped Cilantro
