India has many languages. If every one speaks in his own language, then we will need translators from state to state. As far as I know, Hindi is not "Rashtra Bhasha" but one of the several official languages. Hindi has to spread voluntarily. A few of the trainees are likely to be from southern states - so English may be appropriate.

They speak in their language because their whole country speaks one language. India doesnt.

I am from Ladakh, we are not fluent in Hindi. Should we speak in our native language too then? Hindi is like English and English is like Hindi for us. Sad to see such a high ranking bureaucrat still holding on too narrow-minded chauvinism

Sorry Sir, at 3:47 Hindi is not National Language "Rashtra Bhasha", it's a official language of India, according to Constitution of India. You are a Chief Secretary (UP) & IAS officer, I did not expect this from you.

Your views are ok. But there is a problem. There is hardly any country in the world with so many different languages culture and diversity as India, so the rule doesn't apply in the case of India, that's is why we should speak in English as a common language that can also be used for communicating to foreigners

They want Hindi spoken people working in IAS but select only a handful of people from Hindi Background.

Honestly I wanted to learn hindi but being compelled to learn hindi by some hindi speaking people is making me to dislike that language.

No country is as diverse as India for which we are pround of and so we have different languages. so Secretary sir it will be wise not to take examples of Russia and other countries. Both hindi and english are the official languages of this country. SOUTH STATES & NORTH-EAST STATES OF INDIA find difficulty in speaking hindi.

With due respect Sorry sir, govt of India has its own official language Hindi & English. Unlike others we have so many languages like Hindi, Bengali, Bhojpuri, Kannada etc. So goverment can't use one language for discharging it's own duties as people in service come from different language groups. English is way to us to communicate with world so we should use it for official purposes too. This was not expected from a senior IAS officer. Diversity is the feature of India & unity in diversity is our strength.

It is not devlopment smart urban areas but it is developing needed smart rural areas.

Mr secretary you need to make a land management law and make boundaries of every development and land encroachment.

To manage our cities for sustainable growth, development of satellite cities , sub-urb areas, villages is a must . It would ease the load on established cities. Also , local bodies should have larger say in developmetal thought process as well as implementation phase. Our villages are still a first generation soil and lacks vastly in major infrastructure including health n education. Sadly, bureaucrats, who deliver good speech, delivers badly in devising developmental model for villages. It adds to the woes of urban migration and inadequacy of urban infrastructure for dwellers. Action speaks louder than words.

I guess how only these kind of people of certain ideology become the CS of State of UP only. In India, other than English, no other language can be accepted by every linguistic section of our country in consensus. We are a diversed country with so many beautiful languages, and imposing Hindi is what that cannot be accepted nor tolerated. Just because Hindi is the mother tongue of North India (even though with different dialects), it doesn't mean you have the rightful legitimacy to claim Hindi as Rastrabasha of India. We are a multicultural society, thus, stop comparing with other countries, where people don't even have basic human rights.

Unless and until Governance in India made rural centric, India would struggle to achieve with whatever you call it Amrit call or anything else

Hindi is Rashtra Vasha? Don't know why I found most of the officers are actually useless except IIT/some technical guys( new trend though)... Arts padho UPSC do aur khud ko boht badha samjho... Doctor engineer toh kuchh h nhi... Khud ko badha dikhana chahiye bass...trend itna kharab hota jaa raha h ki engineer/doctor/ science faculty v aa raha apna kam chhod k civil services mei, bol raha h ki desh sewa krna h... Apna dedicated kam chhod k yaha aate h service dene kliye... doctor engineer ya scientific kaam kr k desh sewa nhi hoti h kya? Asliyat mei kya chahte h ye log samjhne ki baat h... Why there is a need to clarify before talking in hindi.. Just talk in hindi, alao the state is UP.. Bureaucracy in India are not looked upon in good way, there is large corruption.. India can not become a developed nation unless its bureaucracy work for the betterment of its people honestly
