Housing Minister Chris Bishop has unveiled the six major changes the government plans to make to boost housing growth in New Zealand.
They include getting rid of minimum floor area and balcony requirements for apartments and rules to allow cities to expand outwards at the fringes.

We dont have doctors, dentists, vets etc you've cut jobs so they are leaving amd graduates can't get a job. These people make up our instrastructure. I live in a growing area but infrastructure isn't keeping up. You need to create jobs to support growth first before building more houses. Where is the power supposed to come from and what strategies are in place to manage waste. Flooding the marketing without proper planning is very foolish

Agreed completely. Infrastructure in Wellington is practically falling apart thanks to decades of local council neglect, and back when I was a student in Dunedin they were much the same.

Hahaha. If they really want houses to be built, maybe start looking at the cost of building materials. It is so expensive it is out of reach of most of the country. Open up all the land you want, if we can't afford the materials or the mortgage rates, you are wasting your time!

So true. All costs inc compliance, trades regulation etc were allowed to rise pro-rata to built price when house prices were booming to spread the financial benefit more evenly rather than just to the land developers. Hard to take that process in reverse as prices fall without admitting those costs were being forced up unnecessarily in the first place.

What a load of tripe, developers are the ones in control, they landbank and only release sections when they think they can get the highest price. There are a lot of commercial properties sitting vacant currently in most towns and cities in NZ.

He's rattling away like an AK47, im a builder, there's not enough builders to fullful this word salad,the young dont want to get their hands dirty,and want 3day weeks and big money.My current build,a 3beddy,has joinery costing 36k,engineers charge $300hr, $450 for a site visit,drainlayers are the new millionaires,etc. Good luck.

They'll import builders, and they will live in the new homes. We had 15,000 new migrants come to Christchurch in the last year, yet built only a record 2500 new homes!!?? These homes dont support young kiwis wanting to start families. They support the migrant workers and that they are wanting to attract. Then they go to Aussie once they get a passport. And the next lot move in.

Excellent - lets build some world class vertical slums like we see all over the world with all the social problems they bring. People don't need windows or light or open space - they should be grateful to live in what are essentially closed containers. Build them in Remuera next to where the PM lives so he can live live with the social problems.

Vertical Slums? Don't generalise because you probably haven't seen enough of what you call urban slums, if you did, you wouldn't sound so ignorant. Social problems? Care to explain? Of course high density residential areas do have social issues but so do single family housing. Window's, light and open space are all achievable with Urban intensification, under modern design standards, again don't generalise.

@titiwhai The people who take the business risks to help move the country forward are the ones who needed the labour in construction, farming, manufacturing, etc. The other demand to drive immigration was the shortage of people to drive buses and trucks. Immigration was driven by need not just immigration for the sake of imagination.

Yes without the inferstructure ,it won't work ..Look at Wellington already Look at CH CH ,WHERE THE sewers are already collapsing with the added strain.Simple to work out that an old house on a big section with one old person living in it ,using the toilet each day ,then they build 6x 3 storey units on the land and depending whose living there ,30? people are using the toilets ,with the same sewer system in place .multiply this by thousands and it will eventually fail?

So no size limits for apartments, just because "a tiny apartment will still be better than a car"? What is being proposed will allow developers to profit from building tower blocks of tiny cramped apartments with no balconies and make heaps of money through quantity over quality. These will become the ghetto housing of the future like those found in places like Hong Kong. Do we really need to lower our expectations of what housing should be in NZ to this extent? Shifting social housing to the private sector will likely lead to the equivalent of a Grenfell Tower disaster in London. Deregulation at this scale generally leads to the likes of the hugely costly leaky building debacle. National led Governments are great at deregulating but spend little on the checks and balances to ensure quality and safety standards are actually met. The original State Housing strategy was a far better model because building quality homes in the first instant meant that many are still very liveable 80 years later, an investment into future proofed housing will result in a capital asset that will retain its value for longer. Quick, cheap builds will end up more like prisons for the poor and end up as similar situations as the motels in Rotorua. Bill English's oversight of housing NZ saw it become the biggest slum landlord in the country (postponed maintenance to enable dividends). All we are seeing is increased commodification of housing and the expectation that low income families can live in a healthy, secure homes in well supported communities is again a distant dream. Welcome to developer paradise!

Hong Kong is literally 3x times more dense than Auckland, and yes, having people in a warm, small apartment is far-far better than having homeless people because they can't afford the rent on the larger apartment, You're not creating bigger housing for everyone, you're just creating shortages of affordable housing with artificial size limits. You're also cherry picking the worst example, Japan and Singapore have high population densities and far better housing.

@@woobilicious. We know that unscrupulous developers exist. If there are limited regulations regarding size and balconies in high rise apartments then we will get some taking advantage of that to increase profits. There are many stories of people who went back to living in their cars when the transitional housing they were given was not healthy or safe. The private sector is not good at providing social housing. The UK has a similar dire housing situation to us and when they sold off their 3 bedroom council houses, many private owners converted them into tiny single bedroom flats to increase their profits. Many people have been forced to rent them because they have no other option. I think setting minimum standards are very important and new housing should be much better than a car. Also our housing shortage isn't actually a dire shortage of actual houses. If all the Airbnbs were made available to rent again we may not have a problem. There are 25,000 households on the housing waiting list and over 30,000 Airbnbs in NZ. A number of European countries are putting caps on using homes for tourist accommodation where there are shortages.

IE: Devonport city council rejected Government's proposal to expand the main road. WTF???? When local people finally see the Government decided to do the right thing they have been expected for decades the local council killed it immediately. What a bummer! Who are these councilors working for?

Yep, around 20% of our children living in unhealthy homes and whose families are food deprived. There won't be supermarkets and cafes in cheap housing areas, just lots of fast food and liqueur outlets as exists now.

@davidkennedy8871 Yes, I agree. I was raised in South Auckland, Mangere, in a home with many issues, but little attention. Life's different living on the shore now in brownsbay. Yet a box of beer is cheaper than 2 loaves of bread and 2 bottles of milk.. I don't drink nor smoke, yet I feel there's hard times ahead for many in all areas of nz

WE EXISTING RATEPAYERS will have to pay for making the infrastructure etc to be built so that developers will make a profit! YOUR rates will pay for all of this. In one of his first comments he says that the councils are responsible for making it PROFITABLE for DEVELOPETS!!!!. (That's not a typo) Also, all the extra workload this puts on councils will entirely fall on EXISTING RATEPAYERS!!!!

Am I the only person who sees this as a bad thing? I lived in South Auckland for 25 years across the road from me was a house with 25 Indian immigrants living on mattresses on the floor I.e 1 person per 3 sq metres. What we will end up with is cities full of sausage houses and apartments with no living space. All well saying we want to be like London or Paris but we don't need to be we have the space to have decent houses with front and back gardens. These places will become slums or estates like in the UK. Also we only have these issues because Labour let in 250k of low skilled immigrants in their last year instead of doctors, surgeons,engineers etc that we actually need. Ratepayers like myself will be funding infrastructure for suburbs that I don't want. You will get 10 people living in a 30sq m apartment with no provisions for parking and all the social issues that they have that caused them to leave their own country will end up occurring and repeating here. We have the space build new cities don't just go up or out in existing ones.

Urban intensification isn't bad, it's much more economical than urban sprawling (building outwards) because you achieve the benefits of scale, more efficient transport system, higher productivity and you give people more choice, because not everyone wants to live in a house, different stages of our lives and different circumstances means we want different things, you'd be surprised by how many people don't want the quarter acre dream, many like living in the city close to work and activities, where you don't need to drive to live your life which is way cheaper. It's quite shocking how yo have a very single view of high density urban living, I'm not sure if you are aware of modern design standards for urban intensification, Australian urban design is pretty good, you can look at that, Europe has some of the best planning cities in the world, they often design their cities around apartments with walking and cycling accompanied by incredible public transport. The way you describe it is only one design standard, an outdated one in fact, designing cities has changed alot over the years, high rises and apartments are usually now placed next to large parks or have greenery designed atop them or within. Housing in NZ has always been overpriced, it wasn't just Labour, even under National we weren't keeping up with population growth, for decades housing in NZ was becoming grossly expensive. Speaking of funding infrastructure, it's actually more expensive to fund infrastructure for houses than it is for apartments or complexes. When building houses you need to build more roads, more recreational facilities, more health, education, electrical, plumbing and water infrastructure. And because there is less people living in houses that are far spread apart, the rates and taxes are higher per household, it also encourages more people to drive because public transport is less viable in low density zones, which increases congestion that leads to increased infrastructure maintenance and lost productivity, it also increases expenses for people because car ownership is incredibly expensive, so you will be paying more, while losing economics of scale, efficiency and productivity. When building apartments or high density complexes, you only need to repurpose all ready built infrastructure which is often cheaper and more efficient than building brand new assets. And because there's more people living in a single area, the cost is distributed more, which makes rates and taxes cheaper. And with mixed use developments you also gain efficiency and productivity because by having more people living under the same roof and closer to work, retail, commercial activities, recreation etc, it allows people to commute much more easily, it lessens the need of a car especially since public transport is very viable in high density area's which leads to less congestion, it makes the economy more efficient and since people live closer to where they need to go and they have options to get around it increases productivity and it makes maintaining infrastructure and building more infrastructure much more cost effective, it also increases tax intake within a single area because you have more people living in one place, with less infrastructure needed to maintain and that saves costs for people in the long-run. There will less of a need to provide provisions for parking for high density developments because they are often situated close to public transport or transit corridors. It's perplexing how you think only immigrants will be the one's living in apartments, that is completely incorrect. As I explained, not everyone wishes to live in a house, people often like living close to amenities and work, close to cafe's and shops, it's easier to commute and cheaper overall. Why would you build new cities? That is very expensive, wasteful, time consuming and will not solve any of the issues needed to be solved as I explained above. So Urban intensification is exactly what NZ is in need of atm, because our cities have been rated one of the most congested in the entire region, NZ now has the highest rates of car ownership in the world even more so than the US, and our housing is ridiculously expensive, and one of the reasons behind that is our obsession with sprawling our cities. Which has not helped.

@@rp7784 you make some points not all of which I agree with especially around cycleways which are simply not used, the whole build it and they will come theory hasn't worked. Go to any suburb where intensification has happened and you will see more cars on the streets so that they have become one way roads due to no requirement for garaging or parking, many buildings now break the fire code because they are so close together that hoses etc can't get around buildings should one of them catch on fire, many of these new projects just tap into old infrastructure like water and sewage so where 1 house used to be you now have 8 using the same services, many experts said this was a real issue when we had the cyclone as you have 90% of land in some places with imperbiable surfaces like stone and concrete so water can't soak away it just overwhelms land, you infer, that intensification is a good thing and people live in thriving communities yet Queen st is dead and unsafe but has a huge amount of intensification and thousands of apartments so where's the cafes,shops etc there? And as for building new cities go to Drury South,, it will be when completed , a new town as big as Matamata, the houses, while not my cup of tea, are a mix of new terrracing and stand alone properties, it has all it's amenities and services from new so no overwhelming infrastructure that's already there and you can design your public transport around it rather than shoehorniing thousands of people into a space that can't cope with them. Same goes for conmara and clevedon meadows check them out online. Tuakau and Clark's beach have new subdivisions that could be used and developed into big cities you only need a rail link, and the idea that everyone works in downtown Auckland is nonsense. Public transport is dire in Auckland, Paris, London , Hong Kong which are places Bishop says he wants us to be like all have wonderful public transport services, we don't. And finally it's never good practice to remove nearly all regulations and allow anything to be built without considering the consequences. I don't know your situation but if you had s nice 1/4 acre home with a garden and lawn would you really be happy with 2 six storey apartment blocks going up either side of you? with no minimum size requirement that could mean 20 apartments or more either side of your property. Can you imagine the noise? The cars? Social dysfunction? How many might be bought by kianga ora ? Most people who don't like this sort of thing like myself are nimbys, by equally most people who support it are all good with it until the reality hits home and apartment blocks go up next door. I moved out of Auckland 5 years ago to the country and haven't looked back. No neighbours, nice and quiet and horses and sheep don't play music at 3am or do drive by shootings or break into cars. As a failsafe I also have a home on the sunshine coast and we winter over there, many of the same issues in Australia as here however there economy is much greater than ours and the public transport solves many of the issues we have and will continue to have in the future. Ok just thought about this (you always come up with the good stuff after you have already posted) many of you say tearing up the rulebook is a good thing re housing. So a few examples for you all to think about. Health and safety rules for schools and school trips are onerous and delay kids going out and enjoying education. So no rams forms needed for trips anymore just go and learn. Pilots for Air NZ don't have to be trained in NZ it's slowing down the airline offering more flights and keeping fares high, let in anyone with a pilots licence and set them on their way. Your cancer surgeon or gp are from New Guinea. As long as they have a medical degree they can come here and just start practicing medicine, sorts out the shortage no Need to train in NZ. The food standards and A to E ratings for cafes, bakeries and restaurants prevent people from opening these places and employing people. So we get rid of the red tape and don't check anymore......so how many of you who think no rules around housing would get on that plane, eat at that restaurant, send your kids on that trip, visit that gp? Have that surgery? ....i suggest that none of you would do any of these things. If you wouldn't buy a pie from a bakery because you don't know what standards of cleanliness have been adhered to how can you say a 6 storey apartment block will have no effect and you would be happy with it happening everywhere?

I would like to see rateable values removed/change the system in which rates are calculated. Rateable values I feel are often used to determine properties values, but rateable values aren't a proper property evaluation.

Good, because Kainga Ora was doing what was done to LA "harmonisation" policies of the 1970's which spread gangs from selected areas of the city to a city-wide sprawl. It meant the gangs could not be contained like they were under the gang injunctions, and most likely a contributing factor to the fatal event of a NZ woman in LA yesterday. Those two men in the photos have gang tattoos (Inglewood family Crips, if you are curious) and were simply "working" when they robbed those two poor and unfortunate strong contributors to our society. The difference is, at least one of them will likely get the death penalty. In NZ, they would be off to prison for 4-6 years, then off to a nice shiny new Kainga Ora Home subrented to the department of corrections on release. They released some of those prison guys that just needed a change to an apartment 2 doors down from where I rented in central Auckland before COVID, I complained about their drug dealing and 4 days per week partying to the Police and building management and they did nothing. 3 months later, a lady went flying off the balcony and is with us no more. Needless to say, I terminated the lease. I no longer live in Auckland. Harmonisation, the Kianga Ora Policy, does not work. It destroys productive communities.

We own our house which is in a major urban area. These changes are going to reduce its value. However, they also mean chances are our 4 kids will each be able to afford house for themselves. Let's see it happen.

There is a lot of land already zoned for development / redevelopment, but not being developed. Housing supply and density is entirely dependent on developers' commercial decisions, the main one being to obtain maximum yield on land investment over the long term by restricting short-term supply of completed units. Planning law can allow development, but it can't force it to happen- that would be 'pushing on a rope'. Thus Mr.Bishop can make promises without ever being held to account for it not happening. I hope I am wrong, but economic research suggests I will be proved right.

How could it be more profitable for developers to restrict supply? An individual developers marginal impact on price is low, and they take a huge hit by not selling early, as they have to cover construction loans. What you say would be true in a monopoly, but is that what we have? What is the supporting research?

Talking of cafés is all well and good but if you don't get on top of the infrastructure issues that you were warned about and was coming to fruition during Shipley's run, no one will be able to get to the cafés easily. Also, it's not just about adult amusement. There was a lot that was good about Aotearoa-New Zealand when we had local swimming pools and local parks within walking distance, rather than so called leisure centres and ridiculous white elephant structures. What's the bet housing prices do not significantly drop and young people and families will still not be able to purchase because of this and national (you know, all for less government blah, blah) making it that you can't loan more than 6X your annual income?

With more people owning homes, rates can remain steady. The councils have to raise rates as less people own homes. It may seem counterintuitive but home owners pays for growth and it is returned to home owners as their property gain value.

Thanks Chris. Freeing up these rules is a great start. Putting more choice in the hands of the people is wise. Taking more undue power and influence from the council planning nobs. Maybe you could also introduce a mandatory requirement that the planners who drive the narrow minded planning policies must have spent a minimum of two years over seas preferably Europe. Then hopefully their view of New Zealand and the style of living and growth most of us desire will be achievable.

In my local area there is house after abandoned house. Dilapidated or burned the owners may not have the $ to fix them but do not sell them. Our house is over 40 years old and the maintenance is difficult and costly. I'd love new stock into the housing market near us. Further, Council and developers have prepared some land and not a single one has broken ground for a new house. Its been more than 2 years probably. The next peice of land the Council opened up for housing was a park out the back of a slum. I went there and thought "who would want to live here?". The existing housing are junkyards.

If the sustainability of a business is solely reliant on a few car parks for vehicles that on average carry 1 to 2 occupants then it's the business owner at fault for having a business model that isn't efficient. Depending on where you are, cycle lanes can bring in high foot traffic, especially in area's with high density and close to public transport, and of course if the cycleway itself is connected to feeder route's. It's also worth noting that many people who commute to shops and commercial destinations didn't actually do so by driving, business owners often overestimate the number of customers that drive. Public transport, walking and cycling often deliver higher levels of foot traffic than cars do.

Those business that survived the lengthy construction phase , now see virtually no use of the cycle way , no parking , and no foot traffic at all. @@waynewright5504 Ah, referencing back to my comments on what makes a cycleway successful. that cycleway is an example of poor planning and a classic example of how Kiwi's are terrible at planning transport. There are no feeder routes, access points for a number of people to use it, also there is no high density residential developments along the route, there is actually very little of any residential zone's along the route, not enough to sustain it. It would have been better to have the area developed, and to develop the cycleway network outside the Tauranga centre and then work your way in instead of the other way around hence the low volume of people using it. It would be good for those living in the centre of Tauranga but that number is relatively small. Don't blame the cycleway, blame the planner.
