I am a bit confused what is the 12 inches measurement from the beginning of the video? Is it the upper burst divided my 4 + 2 inches allowance?

I placed my tape on the point of the Flared and measured 12, the 12 inches is to get the measurement for the upper burst . Upper burst is 40 inches deviide by 4. Thanks for watching.
