I usually do a similar thing in my serious cities. Parks make great separators between noisy areas like highways and businesses and residential, so often make many long thin parks. This often ends with the park being the shortest path. Beautiful and nice :)

This is why we need a crowd funding mod but I'm too dumb to know how to code it. There are a few mods that add supercheap services buildings, generally designed for Ancient, Roman and fantasy styles. Those actually work to cut costs.

The problem with city building games is that they don't allow private organizations to take care of demands like power, water, security, etc... citizens expect you do to stuff and be a monopoly, setting your price to whatever you want... I think there was a game that allowed it to certain extent, Citystate I guess, but then it isn't fun to just watch your ant-farm and not participate.
