I have been unable to register to use the site. The passport photo will not upload and I can not change my country of residence from the Bahamas on that form. As such, I can not even register for the site.

Ok. To help some, I talked with the customs official upon our exit. Hers what I needed to do for a private vessel: when you get to the login screen, for to the Cruising Permit button. Even though it says "get a cruising permit" it also allows you to end a cruising permit. Your old login information won't work, you need a new login to get the permit to end your cruise. And you will get a new cruising permit number. Hope that helps.
