Applies to the OKW version as well. The J also has a different vet 2 bonus giving it an additional +15% accuracy and the OKW version vet 4 gives it +20% accuracy, making the gun able to score some juicy hits on infantry compared to the regular Ostheer panzer 4. 12:15 At vet 3, the Puma gets +40 damage making it deal as much damage as a Panzer 4 or AT gun, but the Puma has the benefit of a much higher fire rate. However it is still bad against infantry it's mainly an anti tank unit. 14:15 Ace tiger also has +10% accuracy compared to regular tiger. Not much, but the gun already has excellent accuracy to begin with so with this the ace can score more good hits against infantry. 18:35 Officer has 4 MP40s and 1 Luger which is actually comparable to assault grenadier squad. Also don't forget the artillery officer's ability to call down a victor target barrage that ignores the barrage cooldown of your on map indirect units.

In dealing with infantry, panther are worse than pz4 main gun wise, so i think that is another reason. However their mg stat are much better at dealing with inf so there a trade off
