You gotta think, the big ten is the toughest conference (proven) so a kinda bad team like rutgers have to play really tough teams like Ohio State, Michigan, Penn State, Michigan State almost every year. I would say the worst team is someone in the ACC or Pac 12
While I agree that North Dakota State would be able to compete in the FBS I don’t know how well they’d fair playing a power 5 schedule each season. Also, the FBS teams they usually beat are not power house teams either so it’s still hard to tell. But I think they would make bowls games. Appalachian State is a good example of how I think they’d do.
Historically, Indiana is the worst Power 5 school in history. Indiana has more losses than any FBS school ever with 665 losses. Kansas has both more wins and less losses than IU.
Now, in 2017, in the SEC I'd say Tennessee or Vandy (both 4-6 overall and 0-6 in conference) and I'm a Tennessee fan. They play each this weekend so I guess we'll see.

Yes you can advance a fumble, if he goes down or out of bounds then the play is dead, they ruled hum out of bounds but I think he threw it before he touched out of bounds

Kansas. I live right in Lawrence. It's all about Basketball here. Kansas hasn't had a winning season since '08, though they only had one more loss than win in '09, so, not so bad compared to years after. Getting rid of Mangino was the worst decision they ever made here. Otherwise, we might still have a decent football team. Actually, I think I was at that game in this video.
