Looks like the scooty at 1:04 had a mechanical failure or no fuel , I dont see brake lights , he wanted to move to the left but there was another biker approaching and the scooty guy is giving a hand signal to you to warn.

Autos intentionally stop directly opposite a car making it tough to negotiate the remaining width
