She's trying so hard to spin the truth. She knows Mueller found 0% of evidence to charge Trump with any crime. Why not investigate Clinton, which there is so much evidence its ridiculous that she committed numerous crimes?
Actually, it is his (and any prosecutor or judge's) job to review evidence in any charging decision. You can't base a decision to charge or not charge without having reviewed the evidence. If Barr was like a judge in a speeding ticket case, everyone would have to pay the speeding ticket even if there was evidence on traffic cams showing the driver to be safe. He is essentially ignoring the traffic cam footage figuratively, but saying that he based his decision on the footage. Him reviewing the evidence is simply what attorneys are supposed to do, it's a basic function as an attorney, it does not in any way undermine mueller's credibility, it simply gives him further reason to support or accept his conclusions when he understands why those conclusions in the report were reached. He did not perform a basic function that is essential to any charging decision.
In your example of being a judge of a speeding case. The judge was presented with an official authority detailed investigative report on the footage, time stamp by time stamp, event by event (thus 35mil research using up tons of manpower by Mueller); it will not be far off base to judge base on the report since it has been factually check by an official authority. Back to this case, if having to verify the authenticity of the report, it would mean an additional 35mil USD for AG Barr to speak to those witness, review evidence again. It will mean that it should be an AG Barr report and not Mueller report.
It's all just an effort to buy time and try a different tactic to destroy Trump. No one with any sense (and certainly not Barr) is fooled by what's happening here.

In fact, his meeting with Trump by design was the necessary imprimatur the press had been waiting for to leak information from the dossier, which shortly followed.
