Absolutely, EAW act and H&S determine you MUST remove it in order to work safely, but Gaz is quite correct to tell students that they aren't "allowed" to. They are still learning, and they will eventually come to their own conclusions as we have.

Surely that would mean in order to change a board to the latest regs you'd need to pull the main fuse, despite having a dual pole isolator installed (as the DNO installed in my house). Surely there would be no arc as the voltage is only 240rms which is not really high enough to create an arc over that distance. It all comes down to voltage clearance, there may be a chance it arcs as you are pulling it out but if you used an insulated tool to do so, I can’t imagine getting a shock from it.

Why would any domestic property be drawing 100amp, besides if you first switch off any load, by throwing your main isolator off, there should be no arching what so ever, even drawing 10 amps you don't get much of an arc, so when it comes to refitting you again make sure your 100Amp double pole isolator is in off position, push in your main fuse and Bob is your Uncle. And yes you should never remove the Main fuse when any load is connected through it.

False the distance is to long, if that was the case that an arc would occur the the length of the fuse which is smaller would arc after the fuse blew… thus the fuse would be useless… the only danger is the possibility of getting you fingers on the live tongs of the fuse holder… The fuse receptacles are designed to quench an arc, the plastic is stepped up on the incomer side to increase the distance between the terminal so as you pull the fuse out the distance gets larger and the spark/ automatically is quenched… Stop telling untruths and read the BS spec for the enclosure
