Confronting Chinese State Capitalism

China has practiced state capitalism for many years, but its form, function and implications have changed dramatically over the past decade. The Xi administration is more committed to its statist vision for China’s economy and global footprint than when Xi took over in late 2012 or in 2017 at the beginning of the Trump administration. China’s rapid movement into high-tech sectors makes finding effective solutions more important - and more pressing - than ever.
This event will feature two panels of leading experts from academia, business and government. The first will focus on the institutions of state capitalism - China’s behemoth and globe-spanning state-owned enterprises (SOEs) and a Communist Party that is now a direct regulator and more involved in corporate affairs than ever before. The second will focus on the market distortions created by China’s state capitalism at home and abroad, including weakened intellectual property rights, overcapacity, and fragile supply chains. The event will conclude with remarks from James McGregor, Chairman, Greater China for APCO Global, who has been a leading authority on China for the last quarter century.

It took 51 minutes before they got to a person who actually understands the way the CCP operates. The first panel was frustrating to watch. What I don’t think many of these people got is that the CCP knows they can control most Presidents by manipulating Wall Street, and since Trump didn’t operate that way it frustrated Xi. Furthermore, the idea that Trump severed alliances is simply not true as we continued to play an important role in the Five Eyes alliance. He also showed tremendous support for Taiwan and Hong Kong. In some ways alliances grew stronger under Trump as he played a big role in establishing the Quad Alliance. Furthermore, there was no mention of the how the CCP’s violation of the Sino-British Joint Declaration which ended Hong Kong’s freedom and killed their economy. They merely gave a passing mention of the CCP’s belt and road initiative and how they targeted poor countries using debt diplomacy designed to take over infrastructure. Going forward the U.S. needs to show a strong commitment to stand with Taiwan and Hong Kong, and decoupling has to be on the table. We should also start pressuring China to actually pay on the $1.6 trillion the owe us. And tariffs need to remain indefinitely.

@@pQ07 In all fairness in Texas death rates are way down, infection rates have dropped off the table, and the economy is actually doing well. We’ve ended all lockdowns months ago and have allowed businesses to open at full complicity. We’ve also ended mask mandates. Some businesses still choose to require tight restrictions, while others have returned to normal operations. The federal government is the main obstacle as they have chosen to not secure our border, so most covid cases are coming in from illegal immigrants. I have found four peer reviewed studies which have all came to the conclusion that the lockdowns were a total failure! This shouldn’t be a surprise as on January 31, 2020 a woman who lived in China during the SARS outbreak wrote an oped in the L.A. Times warning of how China’s lockdown strategy failed. She also spoke about how the lockdowns had a long term negative effect on the people living in the region. Masks should have never been forced on us and lockdowns likely killed more people then COVID did! We were warned but we fallowed the CCP’s lead anyway. Sadly it seems we haven’t learned our lesson either.

@Cameron C When China relies on you to do its communofascist public relations it’s obvious they’re not finding their best. You don’t measure the strength of relationships by “trade”. Economic partners come and go but security partners are here to stay. Trade is what countries need but security alliances is what countries want. That is why it’s much easier and much more common for countries to terminate trade deals than security pacts. Like a poodle clinging on to the legs of the master you bark about “trade” ad nauseam because a) you know your time is up because we and everybody else is well on our way to diversifying our trade and supply chains from you and b) that’s the only argument you have to convince yourself that China isn’t the sick man of the East. Our elites? They’re stepping on your red lines over Hong Kong, Taiwan, Xinjiang and the South China Sea like a doormat. The military is preparing for all out war against China. Biden has personally warned your tinpot dictator to be ready for “extreme competition”. Our tolerance of your contract globalists is over and their continued backstabbing is really the last gasps of a soon to be extinct breed. @Cameron C You can try as hard as you want but you can’t polish a turd. I don’t need to believe anything when I can just let the record do the talking. Japan calls you its number one threat. Taiwan calls you its number one threat. 75%+ of Indians, Philippines, South Koreans and Vietnamese have a negative view of China. Positivity rates for America consistently outnumbers China by a ratio of 2 to 1 among asean. France, Canada, Britain, Germany, the Dutch, Australia are all over the place in the South China Sea. Not only are these trends not going away which under your amateur “economic peace” theory it should, but they are accelerating at warp speed. True you might get the occasional feel good story like how your coronavirus allowed you temporarily gain the number spot in FDI, but the overall trend is clear. The region would rather die on their feet than live under Chinese occupation and that is why they continue to pay our service men and women to be there despite all your moaning and groaning. I repeat. Your hysteria of surpassing the US will not happen because there will be a war to stop it from happening. It is going to be over either Taiwan or the South China Sea. It is going to happen in 5 to 10 years time. And it is going to end with the dismemberment of the PRC. Your nazi policies in Hong Kong and Xinjiang only convinces us of the need to decouple and confirms that the only way to deal with you is through brute force. When we said “Never Again” we meant it and if that demands the destruction of China in order to defend Taiwan and a free and open South China Sea then that is a price all countries except of course china are willing to accept. The classical role of government is to tax away economic rents and use it to lower the cost of production. This is done through subsidies for such things as public infrastructure, education, and health care, not raising the prices through monopolistic privatization. The problem with economics as it is understood in America, is that there is no distinction between wealth production and wealth extraction. Production of goods and services speaks for itself, but monopolies and the banks (FIRE, finance, insurance, and real estate) extract what is called economic rent. The free market Adam Smith talked about is free FROM economic rent, not free FOR economic rent. This is Chinese Economic Policy as opposed to American Financial Capitalism favoring the rentier class, and it is what the conflict is really all about. American democracy is entirely theatrical with the public will having no more effect than Chinese public will on the Chinese Communist Party. If the US was a democracy, we would have a decent minimum wage, public health care, free education, parental leave, and gun control, to name a few, all by popular demand.

The CCP use that generosity to make CCP stronger. Would the west fix their past mistakes?

Fascinating that the date of this live stream was on the Tuesday of week the Chinese stock (equity) market printed an all-time high from which it proceeded to lose 55% of it's value over the ensuing one-year period (roughly). Since mid-March of this year (2022) the Chinese market has retraced about 10% of that drawdown - the jury is still out whether this is a bounce in a continuing bear market or if the March low marked a reversal into a new bull trend... way too early to conclude that the 55% drop was anything other than a "wave 1" decline in a bigger drawdown. Notably, the Chinese market has gone from being in the basement as the worst performing market during much of 2021 to currently one of the top three performing markets on the planet: Honk Kong, Turkey and China.... so effectively the top performer when you combine Hong Kong. That's a rare turnaround in time and degree.

In the 1930s, a prescient jew in Germany (can't remember the name) wrote a letter to his jewish community urging them to make peace with the nazis. He argued that it was crucial for their survival to be seen as innocuous, and that they should accept the inevitable change: state capitalism was the future (yes, he even used that same expression - state captalism). He noted how popular it was not just in Germany and Italy, but also in the UK and the US. I agree with you, actually. China already had state-controlled enterprises in the Middle Ages, it has nothing to do with state capitalism, a term the West likes to use in order to somehow imply that China has adopted capitalism from the West (as if the West had invented it in the first place...), which is not the case. State Capitalism is just a recent term for an old idea that was not only common in China. Also, I don't get the West's problem with state-owned companies. State money is no worse than that of greedy private investors and investment funds, to the contrary. And it is important that the state control strategically important areas of the economy. Else you end up with a mess like the US, where companies are above politicians, and basically life has been turned into a business, with all the consequences for important pillars of society, such as morals. The mere existence of billionaires is an insult to all decent human beings. One key goal of a good economic system must be to minimize the income/wealth gap. Therefore it is important people give their best for the right reasons, i.e. not greed etc.
