I think it also differs from place to place in the same country. E.g. in an expensive restaurant a patron getting loud and rude, or causing any sort of a disturbance, will quickly be discreetly escorted out. At a bar frequented by students, they'll probably wait until you push or shove another patron - and then they will just escort you out the door and hope you leave. If you don't leave and continue to make a nuisance outside the bar, they might call the police. Actually, here in South Africa, each establishment has its own "bouncer" or security. And then the neighbourhood (or city improvement district) has private security paid for by the property and business owners and residents. And they will be called to take the trouble maker away. These private security firms do not do any paper work (make of that what you will). We have given up on police. The good guys have left and were replaced with "equity hires" and they are so limited in what they are allowed to do, it is a complete waste of time.

Yeah, airports are a bit different. Public intoxication isn't really an issue in Germany unless you get totally rambunctious, but the whole resisting arrest thing just doesn't fly in the US. Rightfully so.

I am seeing a lot of entitlement in people these days. At first I thought it was just the younger generation but now I am seeing it is across all generations. I stopped at the lights recently and saw a woman talking on her phone. That's illegal where I am so I told her to put it down. The abuse and vitriol I got from her was incredible. She was cussing and F-ing and how dare you tell me to put my phone down, I will do what I damn well like (despite the fact it's illegal) and to cap it all off she had her young daughter in the front seat next to her listening to her foul mouth mother nutting off.
