Hi Lynsey, thank you! The personalized welcome banner is an Origami app. It reads the currently logged-in user name and you can insert the name in a custom message.

The Full-Width section is part of SharePoint Online Modern UI. It's out of the box, and you don't need to install anything to get the Full-Width section.
