That user can't be added to domain users. That account can be used to login in system as local administrator, domain users are created separately from DC or any client machine using domain Administrator users only

If you are Administrator then from AD users and computers, open properties of the user by right clicking on the user account and the n under account option unlock the account. If you are not having administrative rights please ask your administrator to unlock the account

Agr hm us user ko server pe login allow krana chahte h to but prefer nhi kiya jata k hm users ko server pe login allow karein. Client machine me login krne k liye policy requirement nhi hoti h

Those users can't login to server itself, once you join any system to domain, those users can login to domain joined devices / client systems

If you want to allow any user to login in server then from group policy you need to enable 'allow log on locally' right
