No, the criminals were holding back. The only reasom why these systems work at all is because citizens give power to these organisations. If you think kidnapping judges is bad, they would really dislike everyday continiues raids on all government facilities. Shift 2 is a great way to learn it’s content time and back to back they learn to manage but also if they do it where the is a lot of cadets on duty they can have 1/2 dedicated to patrol others to the calls and they switch so if someone does a maze bank 1/2 go there 1/2 police the city then when maze is done the others go the next big scene That way they learn in a time it’s not to strict and people getting content so the be jokes and non serious stuff making it a fun training
