I love striped binding for quilts and even more so I’d it’s cut on the BIAS for the “candy cane” look. I show you two different quick and easy ways to cut a meter of binding in minutes
I was quite confused trying to follow your instructions. You stated that size didn't matter, but when I folded my one yard to the triangle shape, it didn't lie flat. In order for my fabric to lie flat, it had to be folded to a square, which means I had several inches that would need to be cut off. So if size isn't important, why didn't you address this?
