Constantine does not poses such power and therefore doesn't have the same "get out of jail free" card like flash. So flash causing the flashpoint will make flash remember everything and have to deal with the consequences while Constantine would simply be rewritten as completely fine as if nothing happened, so for Constantine to be punished it would require special conditions. Flash has plot armor by not having to deal with an angry existence directly, while Constantine has plot armor to still be surviving this as a mortal to eventually escape and come back in some form.
I mean Reverse Flash never messed the timeline in these movies, he's completely above board. Barry on the other hand broke the universe's rules three separate times.

RF in these movies do exist and he did travel back in time to kill Flash, essentially altering timeline. Summary for ppl who didnt watch the movie: Constantine caused a ripple in time when he convinced Flash to go back in time and change the present. It was the only way to fix everything because Batman confirmed Earth was dying anyway and there was no way to save what remained of it; eitherway a gr8 chunk of the universe was also destroyed by Darkseid including the GL corp so its not like Constantine and others could just go to another planet. Apparently there were repercussions and higher ups sent Spectre to handle the situation; he was supposed to kill Constantine or something similar but he also emphasized w/ him and they worked out an agreement to forget their conversation and entrap Constantine in the House of Mystery. This was to appease the higher ups while also giving Constantine a small haven, but Constantine is full of regret and unconsciously believes he should b punished; the House of Mystery acted upon this and tormented constantine. If Constantine forgave himself he wouldve lived peacefully w/ fake Zatanna and their two kids. But he ultimately broke out and remembered the agreement he made w/ Specter but it was no longer in the Specter’s hands to decide his fate. The higher ups swallowed him whole, his fate unknown. Its likely he will face his true punishment relating to death but at the same time, there r other methods of punishment that do not involve death and from my understanding Constantine isnt afraid of complete obliteration and will likely suffer a similar fate to Phantom Stranger of some sorts. Albeit we’ll never know cuz thats where his story alongside the DC animated universe ends
The reason the Flash isnt punished is most likely due to his role in the universe not being as grandeur as some may think. He has some of the most powerful and multiverse affecting abilities but he doesnt tamper w/ the universe as much as Constantine. Constantine is batman of the magic universe, going head to head w/ magic powers and even divinity powers above his power lvls relying only on his wit and last ditch plans (the comics repeatedly mention his magic capabilities r some of the lowest). However unlike Batman, Constantine gets in trouble a lot especially w/ higher ups (i want to clarify whenever i say higher ups, i want to say Gods, but Gods in both marvel and DC arent actually that powerful to begin w/ but there r ppl above them and thats wut i mean by higher ups) and usually manages to . Probably has something to do with the Speed Force protecting him from the negative effects of messing with causality. Constantine probably doesn't have such a thing protecting him.
For people that don't understand, John is punished instead of the Flash because while Flash is the one who reset the timeline, John used some sort of magic to prevent Darkseid from ever discovering Earth in the new timeline which means he's responsible for completely halting a would-be crisis, which is just never supposed to be done so effectively in the DC Universe. This puts an imbalance on the universe because all CRISIS energy (yes that's an actual canon thing) and anti-crisis energy are used to create/destroy/alter Multiverses. When one universe/multiverse is destroyed due to a crisis, its energy is returned to the source and used to create another one. Because of this, the Universe does something worse to John than death. It's speculated that John sees the brand new crisis of the Tomorrowverse, whatever crisis that may be.
That's the biggest load of in - universe bullshit DC has ever come up with. Constantine barely did anything in this scenario while Flash has reset the universe how many fucking times for how many bullshit reasons now? The worst part it, even if Spectre had it in his heart to kill Constantine to spare him, he couldn't. Constantine can't die, or he'd cause just as much dammage to the multiverse as he did to the universe.
You're referring to the instance way back when when John had cancer and, long, convoluted story aside, he tricked the First, Second, and Third of the Fallen into selling his soul to them all without their prior knowledge. Making it so they had to cure him of his cancer and save his life, lest all the of Lords of Hell go to war with each other over his soul. Yeah, unless DC is willing to animate that, that story's LONG since been told.

From what I remember (it's been a while since I've seen this short movie) Constantine used some sort of spell just as Flash started the flashpoint again to prevent Darkseid from ever discovering the Earth

The speedforce on its own is like a universe of its own, a sort of reality, god, or being or somewhat. It supposedly grants its users the ability to change the past without much harm unless the change is big. And there are times when even the speedforce stops the users from travelling through time. So im guessing the flash had a sort of protection from the major consequences
Each time fate is changed via a flashpoint, the natural consequences that come with it are larger and larger. The first time Flash saved his mother, WWIII happened and the earth was destroyed. The second time Flash reverted these changes, Darkseid declared war on Earth and caused it's destruction once again, along many other planets being destroyed. Now the entire universe will end because of the third and last flashpoint, the consequences are so big that Spectre took notice of them.

I never understood house of mystery, Constantine gets sent to the house of mystery as seemingly a punishment for something that flash did. Flash made the original flashpoint which set in motion Dark Apocalypse War originally, and Flash is the one who makes the second flashpoint to reverse apocalypse war. At the very most, Constantine gave flash some power to help with the second flashpoint, but flash should be the one punished, he's the one who made the entire universe happen.
Flash is more like fighting thugs,superhumans,or aliens while Constantine is more of fighting ghost,spirits, basically supernatural stuff. TLDR: Dr. Manhattan made a few but significant changes in DC history that led to massive changes in continuity in the present. Ultimately leading to The Watchmen joining the DC Universe, and Superman meeting Dr. Manhattan.
