No. Candace used this as a weird form of hostile rhetoric, as if Shapiro personally had prevented her from believing that phrase. You know she believed Jerusalem's quarters were official segregation mandated by the city's authorities, right? That's pretty weird, especially since the quarters go way back, and that for most of its existence, Jerusalem has been ruled/surrounded by non-Jews.
