If Monoma could hold the power for 3 days, he could boost himself with three days worth of stored unused strength... Which really isn''t much. However one for all can stockpile for each user it's ever had. Esentially the stored power = time ^ N, where N is the number of users to date and time is a positive integer. For Monoma N is 1, but for deku it's 9. Hence the power difference.
