Dell Laptop CPU stuck at 0.40Ghz fix (replace your charger)

I made this video because all I see on RU-vid are 12 minute videos explaining a 5 second fix.
If your Dell laptop is stuck at low GHz when it’s plugged in, try another charger first. If that doesn’t fix it, you may need a new charging port. It doesn't always have to be .40GHz, it could be any other low GHz number. I've seen .70GHz, .90GHz, and 1.20GHz.
Problem: Dell Latitude 5510 is seen throttling CPU speeds to 0.40 GHz (viewed under Performance tab in Task Manager.)
Cause: From what I've seen, I believe it has to do with the computer detecting a "low voltage" from the power supply and dropping the CPUs into a safe-mode setting of 400 MHz. I believe that the BIOS is attempting to detect low voltage from the power supply.

This happens one of my clients laptop but it's acer (can't remember what model) it was stuck low 0.40Ghz too despite the laptop itself already max upgrade and the culprit was the battery faulty cuz it wasn't charge just 0%. Remove it and definitely fix the issues

I'm facing the same issue on an Acer Nitro 5. When it's connected to the charger it works absolutely fine. But from the moment I am on battery it throttles down to 0.40 ghz. Is there any other way to solve this issue? Or is it absolutely necessary to change the battery. Thank you.

Wish this video was around a few years ago when I saw this issue... took me a while to figure it out 😂 The weirdest part was by powering it off and leaving it to charge, it could eventually run fine using a full battery but would *still slow down* with the charger connected.

Your charger had reached its allowed charging limit and to continue to use it would prevent a real risk to you and your devices safety based on testing.

I experience this on my co-worker dell notebook, which weird as my asus/lenovo didn't do this thing. We scrambled around to find what the main culprit is, but when we try switch to other co-worker notebook who use same model charger, and suddenly just like in the video, the CPU speed went up and the battery charged properly. When we investigate further, actually you can see if the charger is detected properly or not in Dell BIOS, which showed my friend say as "Not Compatible" in the AC Adapter status, which weird as when on other co-worker notebook but use my friend charger show as "available" or "plugged in". The solution now for us is switch between those two charger when my friend notebook show the problem, which occurred 1-3x a month. I little bit suspicious on the power board on the notebook it self, but as long as there is not have any smoke, it should be fine for now.

I've seen some of my Dells object to the spare laptop chargers you can purchase (with different male plugs for different models. It typically does warn you with the newer computers (mine is 2015 or 2016). Worth checking the converter output, if you have a replacement cable.

I'm not sure how widespread this is, but sometimes the culprit might be that the charger has the wrong amperage.

I've seen this on HP as well. I tried to use a 90W charger on an HP Pavilion gaming laptop that required 150W and once plugged in the CPU was limited to 400MHz like shown here.

I saw a Thinkpad X1 Carbon Gen6 have that problem too recently, so I think it's not limited to consumer SKUs.

You can also use throttlestop to force the cpu at the faster speed. Did that on my D630 which already did this way back then.

Happened to an HP omen i had but the only issue was the pin inside thr barrel charger wasn't centered it was stuck near the edge. With a bit of wiggle i centered it and my CPU was back to normal clock speeds

Seen the exact same thing on my Microsoft Surface Pro 6, however I had to change the battery as since it was dead (reporting 0% and not taking ANY charge), even the factory charger wouldn't eliminate the throttling, my CPU remained at exactly 0.4GHz no matter what I did.

Got the issue on Lenovo Ideapad 5 Pro. Lenovo RMA service replaced the whole motherboard.

acer laptops 2016-2018 has this issue when the battery degrades. either disconnect the internal battery (sometimes those laptops doesnt have cmos battery so u gotta have to reconfig the bios everytime laptop gets power) or replace the battery.

Many times, it's the shitty pin in the center of a Dell charger. It is to a cheap Dell laptop what ink carts are to HP. OP's initial charger was probably suffering this ill because of the pin and its data path woes. If the PC wouldn't charge, and it wasn't cuz the battery was cycled out, it was usually Dell's subtle way of shaking you down for another C-note. I own a Worst Buy pre-abused Inspiron 7357 that ate 4 chargers in 5 years. I'm guessing mine didn't have the underclock issue cuz I'd tweaked Windows' power profiles, but I see how OP's specimen was so afflicted. While overhauling it recently, I researched the onboard ICs and found the USB-C controller was PD! I can see why Dell didn't document this anywhere. This laptop was released before PD was really a thing. The best part is that the actual port isn't soldered; it's shielded, screwed on and connected. And replaceable. Go truck yourselves, Dell. And HP, too just cuz.

hi any idea about laptop asus gaming tuf when press power button the indicator light just blinking once and then nothing happend, but sometime the laptop on, sometime it's blinking. is it coz the charger or?

I have a family member's Lenovo IdeaPad 14 with a Ryzen 5 4500 with me that will not go beyond 0.40GHz. I will give this a go and see if it is the PSU.

I would like to add something. Whenever i plugged in my charger and tried to play any game on it, the cpu frequency would lower down and used to get at 1.29ghz so, it was very frustrating for me, i accidentally opened programs and found a service named fusion service and after i uninstalled it and them my laptop started working fine.

I have a thinkpad t430 with no battery and ihave this problem stuck in 1.20 ghz cpu but why ? I use another charger that belongs to thinkpad t520 and Works fine but when I use my charger to t520 doesn't give a problem qo yeh maybe my laptop doesn't like my charger but why? If someone knows the answer to this silly question

The problem is that there's a data line in the charger that dies and since the laptop can't talk to the data line it deems the charger unsafe and says uh-uh

Had this issue with a Ryzen 7 5th gen, turns out the motherboard thought it was at -55C while in reality it was overheating. Solved by resetting the CMOS

Yeah this same problem happens in my acer aspire 7 and it was stuck at 0.40 gigahertz and my charger don't work so i changed the charger and the problem got fixed... And one more point, my laptop got stuck at on battery...

No. Disable power save function in BIOS. Disable C3 Sleep State, try toggling Intel Speedstep, make sure Turboboost is enabled. If this still doesn't work you may have a faulty battery causing the CPU to throttle.

Sir i have dell Inspiron 5567 i also suffering from this issue even i replace my charger but problem remains same Please reply 😔 Edit :- if someone has same issue like me RU-vid can replace your charger if it's not work then check the charging port your laptop there is an ic which is present on the motherboard may be it's damage..

I have seen this horrid behavior on hp and Asus machines both amd and Intel flavors specially after suspending them, unplugging the charger and resuming them.

HP's will throttle if the PSU isn't providing enough power, but I haven't seen them go into the low GHz safe mode like Dell's.

@Tyler N yes it will throttle itself when the battery is low and it is unplugged. You can change this setting in the power options

Bro my charger is ORIGINAL 180W.But my cpu stuck at 2.00Ghz and my total CPU is 2.70Ghz.Before some days CPU speed went upto 3.20Ghz but now it stuck at 2.00Ghz Plugin or Plugoff in both cases.

Please please 🥺🙏 help me i have a laptop lenovo that had i5 8250U and mx130 i was playing Minecraft and the laptop was in a charger suddenly it dropped to 0.40ghz and lagged i left the game saw it . What is it with this guy and not understanding tech but promoting that he does. Dell fit a fuse into their power supplies that will blow after the charger has reached its MTBF maximum. This is done to prevent fires and is not a conspiracy! Fires from laptops charging in the early days was a real problem and when you sell as many as Dell you are expected to take measures to protect your customers. The simplest solution was just to disable them as they approached failure time, this way there can be no failure causing damage. Do you want to buy a new charger or entire laptop and possibly house if you charge on sofa or bed like a fool.
