If your Dell laptop is stuck at low GHz when it’s plugged in, try another charger first. If that doesn’t fix it, you may need a new charging port. It doesn't always have to be .40GHz, it could be any other low GHz number. I've seen .70GHz, .90GHz, and 1.20GHz.
Problem: Dell Latitude 5510 is seen throttling CPU speeds to 0.40 GHz (viewed under Performance tab in Task Manager.)
Cause: From what I've seen, I believe it has to do with the computer detecting a "low voltage" from the power supply and dropping the CPUs into a safe-mode setting of 400 MHz. I believe that the BIOS is attempting to detect low voltage from the power supply.
