The US is the only nation I can think of which votes for a president one year and then a couple of years down the line neuters them, so they they can't get anything done. If you reduced the senate term to 2 years, it would worsen that situation. Another problem is the fact that the US is a two-party state. It makes it so much harder to remove incumbents.

For Manchin? plenty. His wife was given a government job and his daughter illegally jacked up the prices on EpiPens, so he could go after them. There is also the option of simply calling them out and threatening them as the head of the Democratic party as well as getting voters in their states to go after them.
Start by stripping Manchin of chairmanship of the energy commission. The democratic party can spend big money (or threaten) in the next primary against both of them. There are many ways to twist their arms, but somehow we don't see RINOs
This is what normal people call a “constitutional republic”. A majority of elected representatives disagree on an issue, and therefore it doesn’t become law.
But a majority do NOT disagree. The Senate gives orders of magnitude more representation to small, rural states largely populated by white Christian nationalists. Senators representing only 11% of the US population can use the filibuster to stop any and all legislation. That is not a democracy or a republic, that is tyranny.
Ask any random person the names of senators. If they know any, it would be McConnell, Manchin and Sinema. They will NOT give that power away for Biden.
Dem approval is at an all time low. The midterms are lowly going to be a GOP sweep. 2024 will likely see a GOP president with GOP majority in both chambers. DO YOU REALLY WANT TO GET RID OF THE FILIBUSTER RIGHT NOW? What happens when the GOP has the slight majority?
I don't think it's going to be a "slight majority", that's why these Democrats were so frantically trying to push this "voter rights" legislation so they could try and steal another election... That's a tough one, because of the mechanism for selecting the president in the Constitution. Winner take all elections only have two stable dynamics, a two-party or one-party equilibrium.
There are times I think we need a page-one rewrite of the Constitution, and there is a mechanism to do that, but no way it can happen without making things worse. At least that's what it looks like to me.

Without changing the Constitution, the math is what it is, but before the Republican Party could become significant, the previous second party had to die out. Actually there were several second parties that died, usually because of corruption like we're seeing now, and sometimes with long gaps until the next one rose up.
