It was in his 1st book which his campaign(or some PAC or organization supporting his campaign) somehow had removed from circulation. There's also been interviews where he detailed these very things. He signed up after the international community was calling out the United States for torture (and beyond) and many in the United States were appalled or dumbfounded by the torture and basically murder that was going on there.

Well, it's simple. A homeless person annoys you, you remove them from your sight, therefore problem solved. You don't care what happens to them or where they go, it's not your problem, as long as you don't have to see them. Because that is the problem: you having to see them, not the wider social issues that led to people being homeless or how to reform the system to prevent homelessness or give them a new chance in life. And terrorizing them is a simple, direct, effective solution to not have to see them. If they're afraid of a place, they won't go there. This is the logic people use.
